Are we in the position of observer or actor of liminal transitions?

Jacqueline Heerema (NL, 1958) is conceptual artist, studied museology, works as independent urban curator, is experienced in engaged large scale new heritage projects and develops interactive community based collections to develop new artistic insights that she connects to non-artistic domains. She transformed an urban neighbourhood into ‘Museum Oostwijk’, de-constructed the classic concept of museums in ‘The Chamber of Marvels’, and is founding director and curator of Satellietgroep since 2006.
Heerema invented the new concept of Innovatory Heritage, in which heritage itself is subject to change form static/exclusive into dynamic/inclusive. Most of all, she collects, connects and interconnects local knowledge on a global level and acts as a catalyst between society, arts and science.

Statements:

‘Innovatory Heritage’

Redefining arts, culture and heritage

Understanding heritage is basically understanding your own values, as a person, as a member of a family, a community and society and as an expert.
I like to state that arts, culture and heritage belong to everybody. Not to a selections of experts. Not within walls. There are (or should be) no physical barriers for intellectual or conceptual exchange on different levels. Being aware of, even deconstruct the systems of our appreciations or values of heritage, culture and arts is essential by critical observations, understanding perceptions, interpretations and manipulations.

I use my artistic conceptual freedom to question our presumptions and manipulations that we accept, integrate and create in our daily lives. Who is in the position that determines and decides on the what and why? What is important, what should be cherished and kept for future generations, become part of our global heritage and may contribute to understanding the incomprehensible?

What interests me most is the conceptual and contextual nature of contemporary arts. Not as a discourse within the domain of arts, but as a dialogue interconnecting different fields of reflections on arts, culture, heritage and society. There is never one story to tell. The former top down approach shifts to a broader understanding, more inclusive and based on social, artistic or scientific research in the how, why and when we construct the incomprehensible world around us.

Four projects are summarized that focus on the concept of ‘innovatory heritage’: Museum Oostwijk, The Chamber of Marvels,  the Anthropogenic collection on coastal transitions of Satellietgroep and Stellingname – water, land and innovatory heritage.

Museum Oostwijk (2002-2009) was an investigation of perceptions of cultural identity of the residents in Oostwijk, part of a Dutch town. Starting from the concept that everybody is a director and curator of a museum I converted this urban neighboorhood into Museum Oostwijk and shifted the established construction of formal museums 180 degrees by stating that everybody and everything in this area is part of the collection of the Museum. All persons, young or old, their dreams, hopes, memories and expectations became part of the collection. The inhabitants became the directors, curators and guides of the Museum. Artists and experts were invited to work with the inhabitants on research to disclose this collection. After 7 years we documented the project in a catalog that was spread house to house in all 3500 households, thus transferring the immaterial collection back to the community. 30% of 10.000 inhabitants participated in projects of the Museum. Recently Oostwijk became an urban conservation area.

The  City Museum of Zoetermeer invited locals to donate an object and a story about ‘their sense of home’ to the Museum as part of the City Collection. I developed the concept of The Chamber of Marvels (2008-2009) to publicly deconstruct the system of museums and museology. Every step in the process of an object and story being transferred into a museum object as part of a collection was researched within the museum spaces, together with the locals and experts in four steps:

The Naked Object = observation; The Talking Object = perception; Object Speeddating = composition and cohesion; Beyond the Object = transformation.

In the first phase we focused on observation, what do you see when you look at an isolated object? In the second phase we focused on perception: how does a story add to the meaning of the object? In the third phase we focused on composition and cohesion, what do all these objects and stories mean together? And the final phase centered around transformation, has the public research of this community collection added meaning and understanding to the locals, the museum, the town?

The project resulted in the catalog called ‘4289’ as it became the final object of donation to the City Collection of the Museum of Zoetermeer and was spread to all Dutch heritage institutions for educational purposes.

In 2006 I co-founded Satellietgroep as an international network that explores how the sea and waterways influence cities, people, communities and environments with the aim to enhance public and professional awareness on coastal transitions. Long term projects are the international artist in residency programs called Badgast and Now Wakes The Sea. In both programs artist in residencies are used as a research method to enable artists and scientists to do fieldwork and to work on site with local partners, coastal communities and experts in order to map out and research the current status of coastal transitions and to generate new narratives and perspectives.

The programs function as an alternative source for collecting. Satellietgroep collects the intangible local knowledge derived from the artistic and scientific projects. During these residency programs new concepts and works are developed that we connect and contextualize with existing works for public events like traveling film festivals, exhibitions, workshops and presentations at expert conferences. By interconnecting coastal communities, arts and science we share local knowledge on global level to gain sustainable insights on coastal transitions that transcend local and national issues. One of our aims is to develop the Anthropogenic Coastal Atlas that in time may merge with the scientific coastal atlases of ICAN – the International Coastal Atlas Network.
Co-curators of Satellietgroep since 2011 are former artists in residents James Geurts (artist, Australia) Ronald Boer (artist/ landscape designer) and Eliane Esther Bots (filmmaker). Since 2015 Francois Lombarts (designer pulic space).

As curator of Stellingname - water, land and innovatory heritage (2013) I proposed that heritage has a new connotation as innovatory heritage. Not the type of heritage only to be smartly managed and maintained (like the English ‘Innovative heritage’) but an active cyclic system of understanding. Dutch museologist Peter van Mensch recently stated that arts can (also) contribute to new concepts of heritage, by developing new questions that derive heritage from dogmatic and institutionalized notions to new ideas about how material heritage shifts to immaterial heritage, in the sense that is shifts from tangible to the carrier of intangible heritage. Shifts from static/exclusive into dynamic/inclusive.
Heritage no longer deals with the representation of the past as ‘innovatory’ heritage focuses on the future
!

Culture is dynamic, it is the world we all create together. Culture is a construction of interpretations of histories, peoples, tales and beliefs. Culture is the way of expressing how we stand in life, in society and in the way we negotiate with issues that matter to us. History and memory are adaptable to the timeframe we live in. In that sense heritage and culture - as a manifestation of what was, is and will be - is a timely interpretation, may even be a necessity to survive? The main question is: who manipulates what and why?

Culture is in essence questioning the why and how we negotiate between experiencing and understanding the world that surrounds us. How do we position ourselves in the context of family and heritage, roots and wish full thoughts, even shape our future aims? Everyday we pose these questions, when we raise our children, what believes and rituals do we install in educating the young? What stories do we tell, and how do we manipulate these stories, about our origins and presumed identity? How do we connect to these issues in contact with the people that matter to us? What make-belief worlds do we instill in the young, the future generations that will follow us?

Lately I call myself narrative curator of Satellietgroep and other collaborative projects and stress the importance to always start with a question and who may contribute to possible answers, as there is never one story to tell?
By exploring together the diversity of local coexistence of man and water in past and present we aim to develop new insights and coastal strategies for the future that transcend local and national issues. The aim of the projects is to broaden the understanding of global social and ecological changes and their local impacts on coastal environments by means of contemporary artistic practices and through a multidisciplinary approach. The core of the projects is learning through an open, engaged and inclusive network for exchange of knowledge and experience. To enhance public and professional awareness we need to visualize and understand the interrelationship of water-based social eco systems by disclosing and encouraging creative eco-technologies and social innovations.

These inclusive projects bring together local narratives and innovatory heritage with global arts and science. Artists are invited to critically explore and visualize the zones of coexistence of man and water and reveal different perspectives. How do people (un) smartly adapt and develop skills and knowledge into future social and ecological strategies for coastal survival?
Perceptions of locality are rooted in the coastal narratives that are passed on from generation to generation. Collecting local narratives contributes to understanding this trans-generational heritage about our living environments. Stories and places play a major role in the collective memory of people. They bind individual citizens - young and old - to their community, history and environment.  At the same time experts are invited to share the latest insights on man made ecological balances in the context of historic and future developments.

In the Anthropocene humans affect the earth on a geological scale. Satellietgroep explores the Zandmotor, a prime example of the anthropogenic frame of mind, as a cultural phenomenon. We need engaged artists and passionate scientists to unexpectedly explore the world around us and jointly test our perceptions.
